Interestingly, while California led in total dollars spent, it ranked 10th on a per capita basis, with $88,916 spent per 10,000 residents. This suggests that while the state's total spending is high, it also has a significant population base to match.

Among the cities, Los Angeles, San Diego, and San Francisco took the top spots. Los Angeles alone spent a staggering $71.3 million, making it a major contributor to the state's overall spending. Sacramento County's Contribution
